New ENACOM regulations require sample delivery testing for mobile devices
The Ente Nacional de Comunicaciones (ENACOM), Argentina, issued a new regulation (Resolution 5762/2017) that requires the Cellular device to be sent to Argentina for testing after July 1, 2018. No Accept FCC reports and certificates to replace local tests. This new regulation is basically based on ETSI regulations. At present, local laboratories are being tested for qualification, and relevant details will be updated later.
CRC delays forced authentication for mobile terminal products that only have data transmission capabilities
The Comisión de Regulación de Cominucaciones- CRC issued a new resolution (Resolution 5300 of 2018) on January 28, 2018. In the new resolution, mobile terminal products that only have data transmission are postponed for the mandatory application form certification time. Therefore, this type of product can continue to apply for LoNA until the CRC confirms the application form certification mandatory date.
Mobile power incorporated into the circular PSE range
The Ministry of Economy, Trade and Industry (METI) issued an announcement that, starting February 1, 2018, mobile power was included in the scope of a circular PSE with a grace period of one year.
According to item 12 of Schedule 2 to the “Electrical Appliance Safety Law”, if the lithium battery energy density is equal to or greater than 400Wh/L (excluding lithium batteries used in automobiles, motorcycles, medical products and industrial products), a circular application is required. PSE certification. Therefore, products including mobile power sources that contain cells and provide DC voltage are all within the scope of the circular PSE application.
IFETEL requires mobile terminal products for local testing
The Instituto Federal de Telecomunicaciones-IFETEL (Italian Federal Institute of Telecommunications) published the final version of the regulations (IFT-011-2017, PART 2) on January 3, 2018. This regulation addresses local testing of WWAN functional requirements for mobile terminal products. The regulations will be enforced on April 3, 2018, 90 days after publication. In addition, this provision is only for local testing of new product requirements, and existing models will not be affected.
SPRING Releases Updated Consumer Safety Information Manual
On January 15, 2018, the Standards, Productivity and Innovation Board (SPRING) released the updated version of the Consumer Product Safety Information Booklet (CPS Information Booklet). In addition, the CPS Information Booklet problem set was released at the same time for reference by consumers and suppliers. The regulated products were updated at the latest on January 14, 2019 to meet the revised requirements.

NCC Formulates "Technical Specification for Mobile Broadband Services for Narrowband Terminal Equipment"
The National Communications Commission (NCC) formulated the "Technical Specification for Mobile Broadband Services for Narrowband Terminal Equipment" in accordance with Article 42 of the Telecommunications Law. The new regulations took effect on January 10, 2018.
Scope of application: This specification applies to the type approval of LTE-M1 and NB-IoT narrowband terminal equipment. According to their characteristics, devices are classified as Frequency Division Duplex (FDD) or Time Division Duplex (TDD) technologies.
MIC updated product list of type approvals and declarations of conformity
The Ministry of Information and Communications of Vietnam (Ministry of Information and Communications of the Socialist Republic of Vietnam-MIC) has issued a draft regulation to replace existing regulations (42/2016/TT-BTTTT) regarding MIC type certification and compliance Declaration (DoC) product list. The new regulations are scheduled to take effect on July 1, 2018.
The main differences:
Many radios (transmitters and transceivers) will be exempted from type certification, but some exempted type certified products still need to apply for a declaration of conformity.
Non-wireless devices will be moved from the type approval list (Appendix I) to the declaration of conformity product list (Appendix II).
Wireless devices using older technologies will also be exempted.
Short-range RF devices with RF output power less than 60mW will also be exempt from the type approval and declaration of conformity.
Electromagnetic compatibility requirements will be removed from the type certification but are still required in the declaration of conformity.
Products not listed in the National Technical Regulations (QCVN) will be exempt from type certification, but may require a declaration of conformity. In addition, the "other equipment" category will be deleted from Appendix I (List of products required Type Approval and Declaration of Conformity).
Reports issued by overseas accredited testing laboratories (non-MRA) are used for the relevant national technical regulations type certification and will require the ISO/IEC 17025 certification of their test laboratory.
Due to the reduction of certification requirements, the overall time for obtaining type certification will be shortened.
